I think If you really need to settled your career first then go for it.
But if you really go for UPSC exam then prepare for this exam.
Because it is tf exam of india.
So I have to say you have to prepare first but if you need to settle first then it is not wrong go for job.
But prepare exam parallel.

both IFS and M.Tech are totally different. Through IFS exam you can get the jobs related to forest department and while M.Tech means that you are going to Higher
Studies in Engineering. If you want to settle your carrier first then i advice you to go for IFS exam. Through IFS you can get reputed post.
Eligibility Criteria for IFS Exam:
>>you must hold a Bachelor�s degree with at least one of the subjects Animal Husbandry & Veterinary Science, Botany, Chemistry, Geology,Mathematics, Physics, Statistics and Zoology or a Bachelor�s degree in Agriculture, Forestry or in Engineering from recognized college or university.
>>your age must be within 21 years to 30 years. there is relaxation in upper age limit up to 3 years for OBC and 5 years for SC/ST candidates.

As you want to settle first in career...then according to my opinion you should go for M.Tech... and after your settlement you can apply for IFS... and take it as your career ... taking in care your devotion towards social service.
This is the way most candidate opt for... as they first want to settle in their career and then after settling they go for their respective field.
